off-season).

As far as I am concerned the use of e-mail is the same as Post Office. All we
ask is that teams send the appropriate confirmation, instructions and
directions in the rigth timescale.
It may be an idea to have recipients acknowledge receipt if possible. eg if
secretary away someone could get access to post but not e-mail.

and most convenient methods available.

New On-line journal on Volleyball Official Techniques.
We would like to announce the beginning of a new on-line journal, "New
Techniques in Volleyball Officiating." This journal will be dedicated to
publishing the latest techniques for volleyball officials as applied to USA
Volleyball and NAGWS matches. Co-editors of the journal will be Joel Reinford
for USA Volleyball and Pati Rolf for ABO/NAGWS. The editorial board will be
made up of members of the rating teams of USA Volleyball and ABO as well as
leaders of both organizations. The full board will be announced later.
Subscription to the journal is free. Wally Hendricks will serve as the
Executive Editor.
He will be responsible for the mailing list, gathering
articles and archiving the articles. While we will guarantee that these
articles represent the latest accepted technique by both organizations, we
will not guarantee their applicability to outdoor volleyball, FIVB or
Federation rules and techniques. The first several issues will deal with
transitions by R2, signaling by R2 and positioning by R2.
If you would like a specific topic to be covered in the journal, you can
submit the topic to Wally (wally-h@uiuc.edu). You can also submit articles
for review if you wish.

Practice Planning Software for Volleyball Coaches
Dear Volleyball Enthusiast,

AVP Dead???
There are rumors all over the place, but not on this discussion group.
Rumors are that AVP will layoff all but executive director today and
that they did or are filing bankrupcy with over $2.5 million in debt, up
from 1.6 last year. Any info???

The new rumor of the day is that Bill Berger and a group of investors have
proposed buying the AVP. The board of the AVP has accepted and that the
players will be voting in a week. Any details?

AVP Update 9-29-98 - From: Beachmania Newsgroups
Miller, has decided not to become an umbrella sponsor, which opens the door
to other beer sponsors. The AVP wants only those sponsors that are willing
to fully support them, but don't count Miller out completely they might be
involved in some local tournaments as a presenting sponsor, or site's that
would be good for their market areas. The AVP will not be hearing from them
until next season though. This will also mean that the tour will no longer
be referred to as the Miller Lite/AVP Tour
Other sponsors continue to be encouraged though and are all taking a more
proactive role in the tour. The AVP is confident that there will be a tour
next year.

The World Championship Trophy is not to be found !
One month from the opening of the Volleyball World Championships - the
women's tournament will commence on 3rd November in Japan - Cuba can't find
the World Championship challenge trophy won by the Cuban women's team at
the last World Championships held in Brazil in 1994.
As this trophy is played for every four years, the FIVB (International
Volleyball Federation) has given the Cuban Volleyball Federation formal
notice that they must do everything possible to urgently locate the Cup.
The FIVB has also informed the Cuban Federation and INDER (Cuban National
Sports Institute) that the Cuban's earnings from the FIVB (slightly more
than US $300,000) will be frozen until the Cup is found.
Last April, on the occasion of the Drawing of Lots for the Championships,
the President of the Cuban Federation came to Japan without the Cup,
declaring that "he had forgotten it" and that it would be sent at a later
date. Cuba faces more serious sanctions if the Cup is not given to Japan
within 20 days.
Created in 1994 by the Mexican artist Manuel Villazon, one of the designers
of the series of postage stamps of the Mexican Olympic Games in 1968, this
solid silver Cup is covered with lapis lazuli and weighs more than 2
kilograms.
The Cup must be awarded next November 12th in Osaka to the team, which wins
the Women's World Championship.

VOLLEYBALL: Cuba Denies Losing World Championship Trophy

HAVANA (Sep 29, 1998 - 20:49 EDT) - Cuban volleyball officials
denied losing the silver trophy presented to their women's
team for winning the last world championship.
International Volleyball Federation (FIVB) officials said last
week that the cup, due to be passed on to this year's world
championship winners in Japan in November, had been mislaid
by the Cubans.
But an indignant Cuban Volleyball Federation president Leonel
Marshall said Tuesday: "The cup is in prime condition ... at
no point was it lost or forgotten." He said the trophy had
been on tour in the Caribbean island's provinces.
The Lausanne-based FIVB appealed urgently last week to Cuba
to find the silver cup and said it was freezing the Cuban
federation's earnings from the international body, estimated
at more than $300,000, until it was located.
Marshall said the trophy, which Cuba won in Brazil in 1994,
had been shown off in each team member's home province with
the full knowledge of local sports authorities. Following
the FIVB's comments it had been collected from a provincial
museum and would be sent to Lausanne this week.
Anxiety over the whereabouts of the trophy surfaced when
Marshall arrived without it at the draw in April for this
year's championship.
Sleeve Tie Ups Illegal???

Increasingly, players (female mostly) have been taping their sleeves up to
allow freedom of motion while playing. When the uniforms get damp from
players' perspiration, the sleeves tend to stick causing binding in the
shoulder and can actually inhibit players' arm movement drastically. I know
this for a fact as I've had this happen to me many times as I'm sure anyone
in the newsgroup can also attest. Obviously vb outfitters have recognized
this as well as they have manufactured sleeveless, v-neck tops for years.
The velcro sleeve ties are an excellent means of being able to accomplish
this and seem to be more and more an excepted method rather than tape.
BUT ... in my experience as an official, having players on the court with
their sleeves taped (or velcro'd) DOES inhibit me from seeing players numbers
easily. This affects the timing of making substitutions as well as
identifying the numbers of players that net fault or cross the centerline.
The first question a coach asks after the R2 (down official; NF calls them
umpires) blows the whistle for such infractions is, "What number?" With
sleeves rolled up or taped or whatever, it isn't very easy to see the
players' number.
In officiating circles, this is being discussed as a major issue. Hopefully
this helps you understand why the official reacted as they did.
Ideally, I would like to see the number on the front of the jersey positioned
directly in the middle just as it is on the back of the jersey. Then we
wouldn't have to wory about such trivial things that present such big problmes
while trying to run a volleyball smoothly and with as little interruption as
possible.

Tips on spiking - RSV.
> A good way to practice hitting is too hit a lot. You can have hitting lines
> as part of your pregame warm up.
The key to hitting "hard" is the speed of your armswing. This is a motor
skill you need to work on and teach your body. Take advantage of every
situation where you can find a good high wall where you can work on
this. This is usually the first thing I try to do when I get to a gym,
because once more people come, it's hard to find the room.
Unfortunately, most playing conditions prohibit us from practicing or
warming up this way:
1. Playing outdoors (lack of wall)
2. Warming up with a partner (don't want to hit it hard)
3. Hitting against the net (can't hit it too hard)
4. Low wall (can't hit it hard)
In all of these situations, you can loosen up your arm but it doesn't
help you develop the motor skill of a fast armswing. If you always
practice with slow armswing, it's tough to get it up to speed during the
games. Once you've developed your fast armswing, then pre-game warmups
can be more for stretching and loosening up, and your hitting lines and
hits during the game will be when you get the speed up.
Anyway, when you do get a chance to work on your armswing, just focus on
speed. Try to get your hand through the ball and down to your hip with
your wrist cocked forward as quickly as possible. In conjunction with
this, you also need to have a fast approach. It's difficult to have a
quick armswing when you have a loping approach and jump.

F I V B - 1999 Beach Volleyball World Tour
The road to the Sydney Games!
The FIVB Beach Volleyball World Council meeting, recently held in Lausanne,
drew up the framework of the 1999 Beach Volleyball World Tour season.
A number of tournaments are already confirmed (see tentative calendar
below). Besides the cities that have already organised the World Tour Open
in the past, there are several premieres which well demonstrates the
development of Beach Volleyball worldwide, at all latitudes: the Mexico
Open for men and women, which will be held from 9 to 11 April on the
magnificent beaches of Acapulco and which the promoter has plans to extend
to Cancun in the future; the Norway Men's Open from 9 to 11 July in
Stavanger with the support of Björn Maaseide, one of the top ten
professional players in the Tour.
The Australia Women's Open (7 - 10 October) will be disputed at Bondi
Beach, the venue where the Beach Volleyball Olympic tournament will be held
in 2000, and which will serve as a test event for the organisers of the
Sydney Games.
Additional tournaments will be confirmed very soon, completing the 1999
calendar which will be finalised at the end of November.
The Beach Volleyball World Championships, organised every two years, the
first edition of which was held in 1997 in Los Angeles, should be staged
next year in Marseille, from 22 to 24 July for women and from 23 to 25 July
for men. Some administrative details have to be finalised by Marseille's
organisers before the candidature can be officially accepted. The prize
money will be fixed at US$250,000 for each of the 2 categories. The
participants in these World Championships will receive points that will
count for the World Ranking.
All the World Tour tournaments played from 1 January 1999 to 15 August 2000
will be qualification competitions for the Sydney Olympic Games. The Opens
of Mar del Plata for men and Acapulco for women will thus be the first
stage of this qualification process to the 2000 Games competitions (24
men's teams and 24 women's teams).
To make Beach Volleyball even more attractive for the spectators and
television viewers, some novelties have been introduced in the rules,
applicable at the beginning of the 99 season:
- In principle, all the matches including the finals, will be played in one
set to 15 points, with minimum lead of two points; set limit at 17 points.
- The time between two rallies will be limited to 12 seconds.
- Each team will have the right to call two 30-second timeouts each match
(instead of four previously).
In order to facilitate the organisation of Open Events, the number of
participating teams for the qualification tournament of each World Tour
event will be restricted to 64, taking into consideration the limited
courts and playing days available.
As the 1999-2000 World Tour will serve as the Olympic Games qualification
tournaments, special measures will be taken to support anti-doping efforts,
even though it is known that fortunately volleyball is practically
untouched by this problem. Random anti-doping tests will be carried out
during the events and also outside the official competitions, with the
collaboration of the National Federations and the National Olympic Committees.
