Ireland - Special Olympics World Summer Games

The 11th Special Olympics World Summer Games to be held in June 2003 in Ireland. This is the first time the summer games will be held out side the USA. There will be 7,000 athletes, 3,000 coaches and official delegates and about 8,000 families and friends at the event to be held from June 21-29 in 2003.

Athletes will compete in either volleyball, tennis, gymnastics, aquatics, golf, bowling, running or track and field.

8m x 16m Beach Court Confirmed

The FIVB Board of Administration on Wednesday officially approved the introduction of a smaller court for Beach Volleyball competitions and new scoring system to promote a more dynamic game.

Wednesday's formal Board approval now formally puts into effect measures that were introduced on an experimental basis last season. They will now apply to all competitions through to and including the Olympic Games in Athens.

The new court size (8m x 16m) is to be implemented immediately for competitions from 2002 to 2004. In line with the new court size, the net is to be adapted to a length of 9 m.

Also approved is the "Rally Point System", which, after testing last year, has produced a more dynamic game and has created more marketable time packages for television.

In the new format, the first two sets are played to 21 points, with an eventual third set tie-breaker to 15 points. There is a two point winning margin for each set.

Challenge Volleyball

The FIVB has approved the introduction of a new volleyball discipline with the provisional name of Challenge Volleyball. The new game, which is already extremely successful in Brazil, imposes a height restriction on players, thus opening the way for a vast majority of the world's population to enjoy competition.

Challenge Volleyball is for men under 1.85m and women under 1.75m.

"According to demographic studies, some 97 percent of men and 95 percent of women in the world's population are under these height limits," commented Dr. Anne Peytavin, President of the FIVB Medical Commission. "This means volleyball in it's present form is only catering for a small section of the population," she added. Presently only extremely tall players are successful at the top end of competition.

"This competition has been very successful in Brazil and it is attracting a lot of interest," said FIVB Board Member, Mr. Ary Graca Filho of Brazil.

Executive Vice-President Mrs. Rebecca Howard of the U.S.A. proposed that the new discipline be called "Challenge Volleyball", which the Board provisionally approved. FIVB President Dr. Ruben Acosta supported the suggestion, saying: "I recommend that the National Federations use this new category as a promotional tool."

World League Update

"The World League finals, following the example of Beach Volleyball, provided excellent facilities with entertainment and side events that attracted packed stadiums. All this was possible even though Poland was not in the final four," Dr. Acosta told the Board.

This year, Brazil will play host to the final round of the 13th edition of the World League (Aug. 13-18), offering total prize money of over USD 15 million. Some USD 75 m in prize money has been distributed in the premiere FIVB event over the past 12 years.

Teams from 16 countries - Argentina, Brazil, China, Cuba, France, Greece, Italy (defending champion), Germany, Japan, Netherlands, Poland, Portugal, Russia, Spain, Yugoslavia and Venezuela contest the World League. Fourteen of the teams are ranked in the world's top 20, according to official FIVB rankings (Jan. 15, 2002)

Some 650,000 spectators will see the competitions live during the six weekends of the Intercontinental round (June 28-29 to August 2-4), with television coverage reaching 750 million viewers globally.

The schedule of matches for the first round of the 2002 Men's Volleyball World Championship was announced on Wednesday in Lausanne. The opening match of the 24-team World Championship, between Argentina and Australia, will be held at 20:00 hrs on Saturday 28 September 2002 in Buenos Aires following the Opening Ceremony. Italy will start its defense of its World Championship title in Pool B against Croatia on Sunday 29 September 2002 in Santa Fe.

The first round will consist of 36 matches over 4 days (28,29,30 Sep and 1 Oct).
San Juan will host matches of Pool A (Argentina, Australia, China, Portugal), whilst other host cities of the first round include Santa Fe (Pool B - Italy, Korea, Canada, Croatia), Buenos Aires (Pool C - Russia, France, Bulgaria, Tunisia) Mar del Plata (Pool D - Yugoslavia, Spain, Japan, Kazakhstan), Cordoba (Pool E - Brasil, USA, Venezuela, Egypt) and Salta (Pool F - Cuba, Netherlands, Greece, Czech Republic).

The second round will be held in the cities of Buenos Aires, Cordoba, Santa Fe and Salta, with the quarterfinals, semifinals and finals held in Buenos Aires and Cordoba. The gold medal match will be held on 13 October 2002 in Buenos Aires.

ESPN is the host broadcaster of the 2002 Men's World Championship.

EUROPEAN UPDATE
Asterix Kieldrecht Volleyball club
Adopt a Team

To learn more about European events, we have decided to adopt a team, Asterix Kieldrecht from Belgium and follow their progress in European events.

Asterix wins the Belgian Cup, for the fifth time in seven years.

With our neighbours from Melsele, we had an unexpected opponent in the cup final. They won, surprisingly, from Herentals and Tongeren. A team in the winning mood is always a dangerous opponent, so our girls had to concentrate hard during the preparation for this game. And also the supporters had a job to do. There were 300 of them, all dressed in the same T-shirts. With 10 drummers and several cheerleaders, the stands were a noisy ocean of our red-and-white colors. To show their solidarity with the supporters, the team also wore the same T-shirts during warming up.

The game itself was probably the most relaxed cup-final we ever played. Our setter Irina was ready to play, despite a back injury, and she led her attackers like a real general. We saw some nice rallies, and Melsele survived only one set (25-20). In the second set, Martina Schwobova reduced their reception to rubble (10-1), and the second set ended in a 25-10 score. The third set was a pure demonstration, and the commentator on national TV concluded that Asterix put a merciful and to Melsele’s suffering after exactly one hour (25-16 and 3-0).

Security did not let the supporters on the field to congratulate the players, so the team went up into the stands to celebrate. And of course, the party was continued in the village of Kieldrecht until dawn!

Next week, we are free, and then we have the semi-finals of the championship play-offs against Charleroi (best of three) and hopefully the finals in a best of five, starting on Saturday April 20 in Kieldrecht.

And then we start preparing for our international outdoor tournament, in the weekend of 17 and 18 August.

Look on our site http://go.to/kieldrecht for more details.

RULES OF THE GAME - FIVB

5.13 After winning a rally, the Brazilian Women's Team formed a huddle to discuss strategy for the next rally. The first referee allowed time adequate for the players to move to their positions, had they not huddled, and then blew the whistle and charged Brazil with a delay warning because they were not ready to serve. Is this a correct decision by the first referee?

This was a correct decision by the referee. There is no requirement for the referee to allow more than a reasonable time for the players to move to their positions for the next play. The referee must use good judgment in this case. He must allow for appropriate enthusiasm and cheering but cannot allow the game to be delayed. Rule 17.1.2, 17.1.5

5.14 A player refused to play because of a wet place on the floor caused by a member of his team diving for a ball. What is the proper response of the first referee?

The referee must consider many facts. The "quick moppers" should have mopped the wet spot on the floor. Players may also use their own small towels to mop the floor. In matches in which there is a Control Committee, the Game Jury may authorize the second referee to allow extra mopping if the wet patch is large and the temperature is above 25 degrees Centigrade and the humidity is above 61%. On the other hand, the control of the match is always by decision of the first referee. If there is no Control Committee and the referee deems it necessary for extra mopping of the floor, he may choose to do so. If, in the final analysis, the team refuses to play, the referee can sanction the team with either delay or default penalties. Rules: 1.5, 5.1.2.2, 6.4.1, 17.2
