NEWS ITEMS

The FIVB 2002 World Beach Tour

New for this Years:
The competition this year will be played on the now approved smaller court (8x x 16m) and the Rally Point scoring system - best of three sets, the first two to 21 points, with an eventual tiebreaker to 15 points. Each set must be won by a margin of two points.

High Tech Developments:
Thanks to high tech research by sponsor Speedo, players this year will be playing in uniforms made from lighter and breathe-easy fabrics, a major step towards improving conditions in this hot summer sport.
Ball manufacturers Mikasa have also been busy and have come up with a new synthetic ball that retains the feel and even the look of former leather models.

Little Screen, Big Picture:
In recognition of the sport's growing popularity, the FIVB has this year contracted Sports TV Media Distribution to produce highlight shows of 52 minutes each for both Grand Slam events with eight other 26-minutes packages covering the other 17 World Tour events.

Scottish Open Results
Sunday 2nd June 2002, the Scottish Open Volleyball Tournament, largest in UK, held on the North Inch Perth Saturday and Sunday. The Perth weekend of volleyball was dry, warm and sunny on the Saturday changing to light showers and overcast on Sunday with the last few minutes of the outdoor finals caught by heavier rain.

The division of honours finals were indoors with a great atmosphere generated by the record number of spectators. The women's final in particular was exciting as Su Ragazzi looked likely to lose but rallied towards the end and went on to win.

Consolation prizes are for the best teams from the Saturday competitions that didn't make it into the Sunday play offs. All placed team members received a Jubilee medal. The open is grouped into divisions ranging from top national league players to beginners, youth groups, and those playing only for recreation. The Division of Honour tournament took place in the five indoor courts at Bell's Sports Centre.

It's the Open's 17th year. Teams come from all over the country including England, Ireland, Wales and a regular lot from the Faroes. Teams that played in the past have come from America, Russia, Belgium and the Netherlands.

Questionnaire

Dear Dave, I came across your website and wondered whether it would be possible to put this questionnaire for my study in your newsletter. I am conducting a study at the University of Nottingham on the moivational aspects of sport. I would be interested in hearing your views by briefly answering the following questions:

How many members do you have in your club?

Would your members be interested in attending volleyball symposia and conferences? (If so an approximate percentage? What would motivate them to go?)

In the summer months would your members be interested in attending a 3 day summer camp to improve technique, basic skills, fitness and so on?

(If so, what do you think would motivate them to go?)

Do you think camps and clinics are a good idea.

The responses will be treated as confidential for a dissertation (thesis) study.

Many thanks

Alexandru Obreja lixao6@nottingham.ac.uk

2002 World Tour on Eurosport

The FIVB (Federation Internationale de Volleyball et de Beach Volleyball) and Eurosport announced on Friday that they have reached agreement over a TV partnership for the 2002 Beachvolleyball World Tour. Europe's biggest sporting channel will, as from Sunday, start regularly broadcasting most of the World Tour finals both men and women.

"Our mission is to bring Beach Volleyball to as many people as possible throughout the world. This cooperation certainly is the perfect platform for achieving this goal." said FIVB President Dr. Rubén Acosta.

In providing live and delayed TV coverage as well as special TV features for all of this year's World Tour events, this cooperation will not only add to the image of the sport, but also help event organizers, sponsors as well as host countries to cooperate more closely. With the upcoming Olympic qualification events and 2003 World Championships in Brazil a long-term partnership is assured.

"We are very happy to have the FIVB as our partner," said Nicholas Ridley, Rights Acquisitions Manager. "After the great success of the World Championships in Klagenfurt last year, Eurosport recognizes the potential of Beach Volleyball and we can now join forces to make it to an even bigger success."

As one of the world's biggest sporting channels Eurosport broadcasts in 54 countries, in 18 different languages to some 93 million homes across Europe.

2002 Men's World Championship

The National Men's Team of Poland has confirmed its participation in the 2002 Men's World Championship in Argentina (Sept. 28 to Oct. 13). Poland has been selected to replace Korea, which has withdrawn from the Championship. Korea was unfortunately unable to meet the participation conditions of having no less than 9 players who participated in the last FIVB World competition in which the national team has taken part.

"We regret the withdrawal of the Korean team, but we are sure that we have a worthy replacement in Poland." said FIVB President Rubén Acosta, responding to the news of the announcement. "Poland has proven to be among the world's leading teams and we look forward to welcoming them in Argentina."

Poland now moves into contention for the world title at the blue ribbon Volleyball event of 2002 and will play in Pool B, together with Italy, Canada and Croatia in the city of Santa Fe. The Polish team was the highest ranked team that did not qualify following completion of the 2002 World Championship Qualification Tournaments, according to the April 15, 2002 World Ranking.

Poland will be a worthy replacement for the withdrawn team and boasts a strong tradition in Volleyball. Poland will again participate in the FIVB World League this year, after hosting fantastic finals of this annual event last year in the city of Katowice, finishing 7th overall. The Polish men's team also won the World Championship in 1974 in Mexico City.

The country quota System

Winners Failed to Qualify: Brazilians Para-Harley, who last week sailed through the Berlin Open to claim victory and the coveted Speedo Gold Tops, on Wednesday made an early exit from the Swiss Open when they failed to win their country quota match, thus depriving them of the chance to make it two wins in a row.

Instead it was compatriots Marcio Araujo-Benjamin who moved into the Qualification Tournament after defeating countrymen Paulao-Paulo Emilio 2-0 for the only available spot for Brazilian teams in the Main Draw. Araujo and Benjamin lived to fight another day after beating Indra and Ritter of Liechtenstein in the first round.

The country quota is a new format introduced on this year's FIVB World Tour, which limits the number of Main Draw teams per country to four, except for the host country, which can enter six teams. Brazil, which produces some of the world's best players, has three spots in the Main Draw and four more teams played the country quota matches for the last entry.

With 82 qualification teams battling for the eight Main Draw tickets, the Swiss Open is one of the biggest events on the FIVB World Tour. Beach Volleyballers contested their matches on the two Center Courts and four other side courts against a backdrop of picturesque Swiss Alps. Hot summer temperatures once again added to the real beach atmosphere here in the mountains.

The men's qualification tournament finishes Thursday, with the Main Draw due to get underway on Friday. Men's Finals will be played on Sunday, the women's final of the double gender event, will be played on Saturday.

2002 - World League

Sixteen of the world's elite volleyball teams are poised to battle out the 13th edition of the FIVB World League, an annual series over six weekends for a total of $15 million prize money.

The first round (June 27-30) will see tense clashes expected between last year's winner, Brazil, and Argentina, China and Italy - which has dominated World League in recent years, volleyball giants Russia and Cuba, as well as France vs. Olympic Champions, Yugoslavia. In other matches, Portugal meets Poland, Spain plays Venezuela, Germany plays and The Netherlands and Greece meets Japan.

The "League" - as it is affectionately known to aficionados, is comprised of Pool Play over 5 consecutive weekends, culminating in the final round on the sixth week, this year hosted by Brazil in the cities of Recife and Belo Horizonte (August 12-18). In the past 12 seasons, the World League has amassed a huge following of spectators and millions of television viewers. It has distributed a staggering $76 million in prize money, with Italy taking the lion's share of $11.5 million. Perhaps the best indication of the tournament's dynamic growth is that the purse has grown from a mere one million dollars in 1990, when the competition first started.

Last year Brazil swept through to the final match as the only undefeated team in the final eight in the Polish city of Katowice. They had dropped only four sets in four matches over Poland (3-1), Yugoslavia (3-1), France (3-0) and 3-2 in the semifinal against Russia. Italy, the team with eight World League titles to its name, had also been in magnificent form but then lost 2-3 to Russia in what was arguably the best match of the 2001 series.

When Brazil met Italy in final, it was a samba sensation with the Brazilian powerhouse powering over the court with enough speed and rhythm to take a three set victory over the wilted Squadra Azzura. It also served to soothe the pain of a disappointing sixth place at the 2000 Sydney Olympics.

Perhaps one of the biggest attractions this year is that the League offers 15 of the 16 competing teams the perfect opportunity to size up their opponents ahead of the World Championship in Argentina (28 Sept - 13 Oct.). Germany is the only team contesting the World League that will not be in Argentina and this coming weekend's shakeout will be the first indication of which of the sport's elite sides will emerge as the star lineups in 2002.

RULES OF THE GAME - FIVB

7.5 The USA Men's Team was serve receiving. Lloy Ball was the setter penetrating from the back zone. A young American receiver passed the ball so poorly that Ball had no chance to even touch the pass. In frustration, after the ball touched the floor out of play, Ball pulled on the bottom of the net. Should this have been a fault?

According to Rule 22.3, the first referee is given the authority to sanction the player according to the seriousness of the offense. Pulling on the net is a normal emotional reaction of a disappointed player and can be controlled by the art of the referee. In some cases, intentional pulling of the net may be considered to be rude conduct and sanctioned accordingly. Since this case was not an attempt to mislead the referee during play, there should be no penalty for rude conduct. Rules: 22.2, 22.2.1, 22.3

7.6 A player is outraged by a decision of the first referee concerning a touch on the block. The offending player pulls at the net and the first referee waves him away. The player then walks toward the referee gesturing wildly and shouting at the referee even after the warning from the first referee.

The referee considers the behavior of the player to be offensive conduct and sanctions him with a red card penalty which expels the player from the set. Is this appropriate response by the first referee?

The first referee's response appears to be correct. He attempted to settle the problem by a warning of waving the player back into the court to play. When this did not succeed, the first referee is empowered to sanction the player according to Rule 22.3. In this rule the referee is given the authority to sanction the player according to the seriousness of the offense.

For rude conduct the player would receive a rude conduct penalty which would cost the offending team a "loss of rally". For worse conduct the player would receive an offensive conduct penalty which expels the player from the set. For aggressive conduct the player must be disqualified from the match. It should be noted that the rude conduct costs the offending team a loss of rally whereas the offensive conduct and aggression do not carry a loss of rally penalty. Rules 22.1, 22.2, 22.3
